简短经历 Short Bio
My name is Astghik Poghosyan, though many know me as Dr. Asti. I work as an Associate Professor of Economics and have spent much of my career balancing academic responsibilities with leadership experience in education. I have held leadership roles including Chief Operating Officer, Head of Finance, and Head of Human Resources across various institutions. I also contributed as an expert at the Ministry of Economy of Armenia, gaining practical experience in national economic policy and public finance.
In 2023, I collaborated with my doctoral advisor to publish a manual focused on financial management in universities. This work reflects years of academic research and practical experience. The manual was also selected as part of the United Nations' celebration of the International Day of Education and featured in a thematic quarter of books on "Educational Management", presented at the National Library of Armenia. The goal of the publication was to provide a practical resource that bridges theory with the real financial challenges faced by educational institutions.
My work promotes the implementation of smart budgeting, transparent internal control systems, and the effective allocation of financial resources. I have published extensively on financial oversight in universities and remain especially interested in advancing financial accountability and institutional performance through risk-based planning and responsibility center management.
Some of my recent publications include:
· Issues of Development of the Financial System in Higher Professional Education
· Control of Educational Tuition Fees Formation in Universities
· Issues of Financial Control Information Provision in Universities
· Organization of Responsibility Centers Management in Universities
· The Relationship between Normative Accounting and Cost Control for Educational Services
· Ways to Improve Financial Internal Control
I have a strong interest in how financial resources are managed in public institutions, especially within the higher education sector. My work focuses on practical ways to enhance budgeting, improve financial oversight, and support institutions in developing more effective plans while operating with greater accountability and efficiency.
A major part of my research also explores normative accounting and cost control in the education sector. Over time, I have written on topics such as tuition pricing, internal audit structures, and the organization of financial responsibility centers within universities. My teaching and research are specialized in strategic financial management, with particular emphasis on financial control and cost efficiency.
After accomplishing several important goals in my professional journey in Armenia, I felt it was the right time to explore new directions. I wanted to continue growing while also sharing my experience in a broader, international setting. That desire led me to China, a country whose rapid progress and evolving educational system inspired me to take the next step in my career.
My approach to teaching and research is guided by a mindset that values practical relevance. I believe knowledge is most impactful when it connects theory with real-world application and creates value beyond the classroom. This mindset helps me support students more effectively and contribute to the institutions I work with. I’m committed to helping students succeed while contributing to both academic and professional communities.
